This idea is idea to implement, from a spam blocking technology standpoint, and could be problematic. For example, I would venture to say that most of the Nigerian spam isn't actually coming out of Nigeria. It's probably coming out of proxies that hide the true source of the spam. These proxies might in fact be in the United States, and therefore this would not help.
However, this is a good way to stop a lot of spam, if, for example, the proxy or email sender does actually exist in Nigeria.
The problem is that major companies can't afford to block spam in this manner.
